Sunday, December 7th, 1941 - a day of infamy. President Franklin Roosevelt is unable to summon the Justice Society of America to counter the Japanese attack on Pearl Harbor. That is because Per Degaton has come from 1947 to take advantage of the outbreak of World War II. He has captured most of the Justice Society, except for Hawkman, Dr. Mid-Nite and The Atom; who, along with Plastic Man, Johnny Quick, Liberty Belle, and Robotman are dispatched to San Francisco as the All-Star Squadron!  Navy ensign Rod Reilly alias Firebrand, and his buddy Slugger Dunn, are victims of the attack on Pearl Harbor. Nearby, Rod's sister Danette Reilly - a vulcanologist - and Sir Justin, The Shining Knight are the latest to be captured by Degaton.  Soon, the newly formed All-Star Squadron will come face to face with Degaton!

Per Degaton reveals to Danette Reilly and the Shining Knight his plan to stalemate the Allies and Axis by having the Allies attack Japan first, rather than Germany. When eight heroes appear near his island, Degaton triggers a volcanic eruption, and pronounces them all dead.
